You add Reading List to your Blackboard course as you would any other Blackboard Tool.
Open the + menu in the upper right of your course and click Tool Link.
Choose Reading List from the Tool menu and give it a name. (The Library recommends Reading List.)
Click Submit.
Then check the Available to Users checkbox (or make sure to come back and do it later).
"Submit" to Create Your Reading List.
